• Luis Miguel Madrigal Roman made an initial appearance on a conspiracy to manufacture or distribute methamphetamine charge, a failure to affix a drug tax stamp charge and a possession of marijuana-second offense charge. The public defender’s office is appointed as counsel. The preliminary hearing is scheduled at 1 p.m. on May 11. Bond is set at $25,000 cash only. Upon release, Madrigal Roman will have 60 days to obtain a substance abuse evaluation and submit the results to the court.

• Dana Andrew Eller made an initial appearance on a conspiracy to manufacture or distribute methamphetamine charge, a failure to affix a drug tax stamp charge and two counts of a felon in control of a firearm charge. The public defender’s office is appointed as counsel. The preliminary hearing is scheduled at 1 p.m. on May 11. Bond is set at $25,000 cash only.

• Carlos Jaliel Davila Romero made an initial appearance on a possession of drug paraphernalia charge and an open container charge. Davila Romero pleaded guilty to both charges. On the drug possession charge the fine is $65 with a $22.75 surcharge, a $125 law enforcement initiative surcharge, a $10 DARE surcharge and $60 in court costs for a total of $282.75. The fine on the open container is $200 with a $70 surcharge and $60 in court costs for a total of $330. All payments are due within 30 days.

• Allen Lane Blessing made an initial appearance on an assault causing bodily injury or mental illness charge. Sharon Greer is hired as counsel. The preliminary hearing is scheduled at 1 p.m. on May 21. Blessing is released on his promise to appear. A no-contact order has been issued for the protected party.

• Chelsea Anne Kerr made an initial appearance on a domestic abuse assault causing bodily injury or mental illness charge. The public defender’s office is appointed as counsel. The preliminary hearing is scheduled at 1 p.m. on May 21. Kerr is released on her promise to appear. A no-contact order has been issued for the protected party.

• Javier Munoz Amaya made an initial appearance on a trespass charge. Munoz Amaya pleaded guilty and the fine is $200 with a $70 surcharge, a $125 law initiative surcharge and $60 in court costs for a total of $455, due within 30 days.

• Nicole Gummert made an initial appearance on a failure to appear for a sentencing hearing charge. Merrill Swartz will continue as counsel. The sentencing hearing will be rescheduled by the District Associate Court. Bond will continue as posted until the conclusion of this case.

• Joshua Harrington made an initial appearance on a speeding charge. Harrington pleaded not guilty and a pre-trial conference is scheduled at 9:30 a.m. on May 30 in Magistrate Court.

Incidents

• On Monday, a theft was reported in the 400 block of South Ninth Street.

• On Monday, a case of vandalism was reported in the 1300 block of West Main Street.

• On Monday, a theft was reported in the 10 block of West Main Street.

• On Monday, a hit and run accident was reported to the Marshalltown Police Department.

• On Monday, a trespassing incident was reported in the 100 block of North Third Avenue.

• On Tuesday, a case of vandalism was reported in the 600 block of West Main Street.

Arrests

• On Monday, Javier Amaya, 41, was arrested for trespass.

• On Monday, Carlos Davila-Romero, 34, was arrested for open container and possession of drug paraphernalia.

• On Monday, Payton Garcia, 18, was arrested for driving under suspension.

• On Monday, Miguel Solorzano, 34, was arrested for driving under suspension.

• On Monday, Refugio Gonzalez, 23, was arrested for assault.

Accidents

• On Monday, a vehicle driven by William Joel Rivera Maldonado, 24, was eastbound on East Anson Street when it attempted a left turn onto North Third Avenue crossing the path of a car driven by Owen Emmett Kerr, 61, of Gilman, resulting in a collision. No injuries were reported. Rivera Maldonado was cited for failure to yield upon a left turn. Damage to the Rivera Maldonado vehicle was estimated at $500 while the Kerr car received an estimated $1,500 in damage.

• On Monday, a vehicle driven by Marvin Dominick Duran, 22, of Marshalltown, was southbound on South Center Street when it collided with the rear of a pickup driven by Steven Mark Jones, 50, of Marshalltown, which was stopped in traffic. No injuries were reported. Duran was cited for failure to stop in the assured, clear distance and no insurance. Damage to both vehicles was estimated at $6,000 each.

• On Monday, Chelsea Kerr, 28, was arrested for domestic abuse assault-first offense.

• On Monday, Brett Rosedale, 29, was arrested for domestic abuse assault-impeding the flow of air or blood causing bodily injury and domestic abuse assault-injury or mental illness-first offense.

• On Monday, Dana Eller, 37, was arrested for two counts of dominion or control of a firearm by a felon, failure to affix a drug tax stamp and conspire to deliver or manufacture meth.

• On Monday, Allen Blessing, 60, was arrested for assault causing bodily injury.
