Woman settles lawsuit with Black Hawk County

WATERLOO — Black Hawk County officials say they have settled a lawsuit filed by a Florida woman who was detained as a witness in a kidnapping case.

The county agreed to pay Maria Anne Thomas $21,250 to settle allegations that her rights were violated when she was taken into custody and held in a jail until she bonded out.

The county supervisors voted last week to approve the settlement after meeting with their lawyer. Thomas filed the lawsuit last year.

Thomas, a former Waterloo resident, was a student at A&M University in Tallahassee, Fla., when David Erroll Willock’s trial began in 2006.

Prosecutors filed a material witness complain against Thomas, which authorized Florida officials to detain her. She was held in jail for a day until she could post $5,000 bond to be released.

In her lawsuit, she claimed she was available for testimony and did not need to be detained.
