City Council sets public hearings for TIF projects

The Marshalltown City Council has scheduled three public hearings for Monday at 5:30 p.m. regarding the use of tax increment financing for area projects.

The city will discuss and approve a proposal from Moellers Properties, L.L.C. for the reimbursement of up to $30,000 toward water main and hydrant installation. The project coincides with construction of the upcoming Legends American Grill Restaurant at 2902 S. Center St.

The council will also decide on downtown TIF use for improvements and reconstruction of parking spaces to the Meeker and City Centre parking lots. Marshalltown will pay a maximum of $490,000 for both projects.

Also, a public hearing is also set to receive proposed plans, specifications and estimated costs for the 2009 Asphalt Resurfacing Project. Bids will be accepted until March 24 at 10 a.m. and may be filed at the city clerk's office.

In other business, Water Pollution Control Plant Director Mike Fields requested authorization for the Water Pollution Control Plant to submit an application for Community Disaster Grant funding in the amount of $25,993.45.

The state developed the fund to assist communities that received natural disaster damage. If accepted, the money would go toward various flood repair including reseeding along the Iowa River banks.

In addition, FEMA awarded Marshalltown a grant of approximately $440,000 to reline sewers from Marion Street to the plant based on flooding and leakage repairs needed.

City Engineer Lynn Couch requested a hearing on the Center Street Island Project be set for April 6, including plans and specifications. This is to create a 6-foot wide green space on Center Street - spanning from Boone Street to Linn Street. If approved, bids for the project would be due April 8 at 10 a.m. with

the contract being awarded on April 13.

Lastly, Parks & Recreation Director Terry Gray suggested the city approve a bid for pool repainting of the Marshalltown Aquatic Center in the amount of $39,103 from Mongan Painting Company.

......I would caulk the cracks and paint new lines for $100,000.

What exactly does that mean? Seems like a half million dollars is a lot of cash for that.
