Culver says he’s reluctant to amend state constitution

DES MOINES - Iowa Gov. Chet Culver said Tuesday he opposes gay marriage but is reluctant to amend the state constitution to overrule an Iowa Supreme Court decision that paved the way for same-sex unions.

Culver had said little about Friday's unanimous ruling, but in a lengthy statement released Tuesday the governor said he hadn't changed his mind that marriage is between a man and a woman.

''This is a tenet of my personal faith,'' Culver said.

However, Culver said the issue before the court involved only civil marriage, which he said is separate from religious marriage that occurs in places of worship.

''The court also concluded that the denial of this right constitutes discrimination,'' Culver said. ''Therefore, after careful consideration and a thorough reading of the court's decision, I am reluctant to support amending the Iowa Constitution to add a provision that our Supreme Court has said is unlawful and discriminatory.''

Key Democratic legislative leaders have ruled out efforts to start the process of amending the constitution, and Culver's position likely ends that debate for all practical purposes. Social conservatives have been clamoring for the amendment.

The court ruling means same-sex couples can get married in Iowa as soon as April 30 after a series of waiting periods are completed.

In his statement Culver conceded that ''the issue of same-gender civil marriage is one that evokes strongly held beliefs and strong emotions both for and against.''

But as governor, Culver said he must respect the authority of the Iowa Supreme Court and uphold the state constitution.

He said the court decision doesn't force churches to do anything.

''The Supreme Court's decision does not require that churches recognize marriages between persons of the same gender or officiate over such unions,'' Culver said. ''Our churches and places of worship are free to decide for themselves, as they were before, who may enter the sacred covenant of marriage.''

Culver urged both sides in the emotional debate ''to exhibit respect and good will'' and said he would focus his attention elsewhere.

''We are in the midst of a serious economic recession,'' said Culver, pointing to rising unemployment and last summer's record flooding. ''That is where, I believe, my focus and energies should lie.''

Culver made his statement hours after a Republican candidate for governor, Bob Vander Plaats, criticized the governor for not being more clear about where he stood on the gay marriage ruling.

''There's an old saying that silence is golden, but it doesn't apply when people need to know where their elected officials stand,'' said Vander Plaats, a Sioux City businessman.

Iowa doesn't have residency requirements for marriage licenses, so same-sex couples from elsewhere could come to Iowa to be married. Vander Plaats said at the least, lawmakers should put residency requirements in place to head off such visits.

''It is wrong to allow people whose states do not allow same-sex marriages to rush into Iowa, get a quickie marriage and rush home to undermine the laws and values of another state,'' he said.

Senate Minority Leader Paul McKinley criticized Culver after the governor released his statement.

McKinley, R-Chariton, said Culver had broken an earlier promise to oppose gay marriage.

''Gov. Culver has chosen to stand with seven elite justices and deny the 3 million people of Iowa the right to vote on this significant issue,'' McKinley said in a statement. ''This marriage flip-flop is just the latest example of Gov. Culver not providing the leadership that every Iowan deserves.''

Whatever......the courts found that EQUAL RIGHTS are the Constitutionally correct thing to promote.

It's no surprise that Jefffro has nothing clever to say and has resorted to making things up. He is getting very frustrated. Jefffro, have you noticed that you are in your own little world?....Most on here disagree with you. You are free to believe what you want and live the way you want to....but you are in the minorty! That is a FACT! So live you own sinful little life and see what happens in the future. I'm sure you moved to California to "fit in" better. That is a good place for you...your distorted values are not compatible with Iowans. Every comment you make is going to help ban gay marriage in the future...so keep typing and thanks for your help!

You can claim all day long that you are right and I can do the same thing.

I can refer to multiple biblical scholars that support my view of the bible and of course you can do the same.

There is no point in discussing this with you anymore....I am not interested in learning anything from you and I suspect the same is true that you do not want to know anything more about me really.....you just want more information to attempt to bash me some more.

So I am going to suggest we drop this topic and move on.

Jeffy, please explain to me what those verses really mean if not exactly what they say.

You accuse me of spreading ingnorance and discrimination by pointing out the Christian values you so clearly said I did not support. I contend it is you that does not support Christian values and that you are spreading misinformation and hate by denying the validity of the meaning of these verses. You want to select what you want to apply to your vision of Christianity and disregard the rest. It doesn't work that way. I think it is admirable that you express a belief in God, however it is also clear that this belief is based only on your terms, not God's.

Average -

Massechusetts and Canada have both had legal gay marraige now for many years......and none of the fear mongering ideas have come to pass in either place.

I am fine with all the attacks.....I am comforted by the fact that same-sex marriage is legal and there is nothing you can do to change it!!!

I will be laughing all the way to the alter someday!!!!

Poor Chet Culver. What a wishy-washy "which-way-is-the-wind-blowing-today?" sorry excuse for the chief executive officer of this state. He was opposed to "gay marriage" before he was for it. Is this man willing to take a real position on anything? The legislative "leadership" of his party have backed him into a corner and he doesn't know which way to go next. Pathetic.

Jeffy, it's what the Bible says. I didn't change a word or twist the meaning or anything. It is what it is. How could you say I used them incorrectly? How does one use such clear statements correctly if not interpreted exactly the way you just did? I'm not promoting anything. Apparently those 2 verses do represent God's ideals and make you very uncomfortable. Want more?

Average, careful there. Christ gave his life so everyone who believes in him could have eternal life. He doesn't discriminate.

Oh you mean Christian values like from the Bible? Like Romans 1:27 "men with men committing what is shameful, and receiving in themselves the penalty of their error which was due." Or do you mean 1st Corinthians 6:9-10 "Do you not know that the unrighteous will not inherit the kingdom of God? Do not be deceived. Neither fornicators, nor idolaters, nor adulterers, nor homosexuals, nor sodomites, nor thieves, nor covetous, nor drunkards, nor revilers, nor extortioners will inherit the kingdom of God."

Are these the Christian values you are talking about?
