Fiscal conservation at election time

During the last presidential debate Mitt Romney said when Obama became president we were $10 trillion in debt and Obama gave us another $6 trillion in debt for a total of $16 trillion. The problem is Romney doesn't mention the huge surplus Clinton left Bush and the Republicans. This tells me under Bush and Republicans we have over $10 trillion in debt. So who is the big liberal spenders? Republicans over $10 trillion in debt or Democrats with less amount in debt? Who is the more liberal spender Republican U.S. Sen. Chuck Grassley who wanted taxpayers to pay hundreds of millions for a rain forest in Iowa or Democrat Sen. Tom Harkin who didn't propose that kind of spending? This tells me the only time Republicans are fiscal conservatives is at election time.
