Snow ordinance change coming to 11th Street

The public works department and police department requested a snow ordinance change for South 11th Street between Boone and Church streets.

The request was made during a regular Marshalltown City Council meeting on Monday.

South 11th Street between Boone and Church has parking in the center of the street. Public works director Justin Nickel said cars parked on this street when there is snow make it impossible for maintenance crews to plow the street.

The amendment would prohibit parking in the middle of this street, which acts as a parking lot, during snow ordinances.

“That’s an extra-wide street to the east of Miller Middle School that has angled parking in the middle,” Nickel said. “Several residents parking there have been moving just in time to avoid penalties.”

Nickel said adding the block to the no parking during snow removal ordinance would make it easier to get the block cleaned more quickly.

The proposal has been in the works for less than a month and could be implemented quickly.

The council passed a motion to waive second and third readings of the amendment. It will become effective after being published by City Clerk Alicia Hunter.

The city and Marshalltown Police Department consistently post to social media when parking restrictions will take effect because of snow.

Vehicles parked on snow routes are ticketed and towed if not moved before the tow truck arrives. Police Chief Mike Tupper said about five vehicles were towed while the ordinance was active during the winter storm between Monday and Tuesday. During the first big snowstorm of the year about 40 vehicles were towed.

“Just pay attention to the weather. If we get 2 or more inches of snow I can guarantee you we’re going to have to plow,” Tupper said. “Follow our Facebook page, the city’s page, the city website. We want people to be informed.”
