Marshalltown Chief of Police Mike Tupper, left, joins Officer Randy Kessler honoring the officer's 30-years of service to the department at Monday's city council meeting. Tupper said Kessler's first day on the job was Jan. 23, 1989. He complimented Kessler on his devotion to law enforcement and many years as a volunteer helping community organizations.
