• Mustafa F. Muhammad made an initial appearance on a murder-first degree charge, a dominion or control of a firearm by a felon charge, a trafficking in stolen weapons charge and a reckless use of a firearm resulting in bodily injury charge. The public defender’s office is appointed as counsel. The preliminary hearing is scheduled for 1 p.m. on March 26. Bond is set at $1 million cash only. A no-contact order has been issued for the protected party.

• Scott Jacob Helfrich made an initial appearance on a possession of marijuana with the intent to deliver charge, an eluding with injury charge, a failure to affix a drug tax stamp charge, an assault on persons in certain occupations charge, a possession of drug paraphernalia charge, an interference with official acts charge, a speeding charge, a careless driving charge, a keeping a premises or vehicle for the purpose of using or selling drugs charge and a reckless driving charge. Jeff Hazen is appointed as counsel. The preliminary hearing is scheduled for 1 p.m. on March 26. Bond is set at $5,000 cash only. A substance abuse evaluation is ordered with the results submitted to the court within 60 days.

• Cody James Heinrichs made an initial appearance on a failure to appear for a probation revocation hearing charge. Jennifer Frese is appointed as counsel. The probation revocation hearing will be rescheduled by the District Associate Court. Bond is set at $5,000 cash only.

• Delilah Elaine Mauskemo made an initial appearance on a failure to appear for an arraignment hearing charge and a failure to appear for a pre-trial conference charge. Tyler Heeren is appointed as counsel. The preliminary hearing is scheduled for 1 p.m. on April 3. Pineda is released on his promise to appear. A substance abuse evaluation is ordered with the results submitted to the court within 60 days.

• Victor Lee Russell made an initial appearance on a operating while under the influence-first offense charge, a careless driving charge, a public intoxication charge, a no insurance charge and a operation without registration charge. The preliminary hearing is scheduled for 1 p.m. on April 3. Russell is released on his promise to appear. A substance abuse evaluation is ordered with the results submitted to the court within 60 days.

• A 13-year-old male made an initial appearance on a minor using tobacco charge. The court found him guilty and a civil penalty of $50 was imposed plus court costs of $60 for a total of $110, due by July 1.

• Ezequiel Reyes Avila made an initial appearance on a driving under suspension charge. Reyes Avila produced proof that he was able to get a license and the charge was amended to an expired license charge to which he pleaded guilty. The fine is $50 with a $17.50 surcharge and $60 in court costs for a total of $127.50, due within 30 days.

• Ralph H. Maxwell III made an initial appearance on a driving under suspension charge. Maxwell produced proof that he was able to get a license and the charge was amended to an expired license charge to which he pleaded guilty. • Jeff Roeske made an initial appearance on a no insurance charge. Roeske pleaded not guilty and a pre-trial conference is scheduled for 9:30 a.m. on June 10 in Magistrate Court.

• On Friday, Kristin Isabelle Jefferson, 36, was arrested on a warrant.

• On Friday, Andre Reshad Holden, 26, was arrested on a warrant.

• On Saturday, Lacey Petersen, 35, was arrested on a warrant charging her with violation of probation.

• On Sunday, Scott Helfrich, 29, was arrested for eluding, possession with intent to deliver-marijuana, failure to affix a drug tax stamp, prohibited act by restraint, possession of drug paraphernalia, careless driving, reckless driving, speeding, interference with official acts and assault on peace officers and others.

• On Sunday, Victor Russell, 42, was arrested for operating while under the influence-first offense and consumption of alcohol in a public place.

• On Sunday, Cody Heinrichs, 30, was arrested on a warrant charging him with violation of probation.
