• Nicholas Leon Latiker made an initial appearance on an operating while under the influence-first offense charge and no insurance-accident charge. The preliminary hearing is set for 9:30 a.m. on Nov. 9. A substance abuse evaluation is ordered with the results submitted to the court.

• Emmanuel Dehzih Kparyea made an initial appearance on a burglary-third degree-vehicle charge, an unauthorized use of a credit card charge and a theft-fifth degree charge. The preliminary hearing is set for 9:30 a.m. on Oct. 30. Bond is set at $2,000 cash.

• Millie Moreno Garcia made an initial appearance on a dog at large charge and a kennel and breeding of dogs charge. Moreno Garcia pleaded guilty to both charges and the fines are $105 with a $15.75 surcharge and $60 in court costs for a total of $180.75 for each charge.

• Luis Fernando Mendoza Perez made an initial appearance on a rabies vaccination violation charge and a dog at large charge. Mendoza pleaded guilty and the fines were $105 for each charge with a $15.75 surcharge on each with a total of $241.50.

• Fatuma Ibocwa made an initial appearance on a theft-fifth degree charge. Sean Hunter was appointed as counsel. The pre-trial conference is set for 9:30 a.m. on Nov. 8 in Magistrate Court.

• Gina Kiris Anthony made an initial appearance on a driving while barred charge. The public defender’s office is appointed as counsel. The preliminary hearing is set for 9:30 a.m. on Nov. 9.

• Theresa Lin Handsaker made an initial appearance on a theft-third degree charge. Jennie Wilson-Moore will act as counsel. The preliminary hearing is waived.
