• A 17-year-old male failed to appear on a curfew violation charge and a person under 21 using tobacco or vaping products charge and the court found him guilty. The fine on the tobacco/vaping violation is $70. The fine on the curfew violation is $110 with a $16.50 surcharge and $60 in court costs for a total of $186.50.

• A 17-year-old male made an initial appearance on a speeding charge, a curfew violation charge, a person under 21 using tobacco/vaping products charge and a violation of graduated license charge. The juvenile pleaded guilty to all charges. The fine on the speeding charge is $105 with a $15.75 surcharge and $55 in court costs for a total of $175.75. The fine on the curfew violation is $105 with a $15.75 surcharge and $60 in court costs for a total of $180.75. The fine on the graduated license violation is $70 with a $10.50 surcharge and $55 in court costs for a total of $135.50. The fine on the tobacco violation is $70.

• Tessa Jane Mora made an initial appearance on a keeping a residence or vehicle for the purpose of using or selling controlled substance charge, a possession of a controlled substance-third or subsequent offense charge and possession of drug paraphernalia charge. Jennifer Weaver is appointed as counsel. The preliminary hearing is set for 9:30 a.m. on Dec. 19. Bond is set at $7,000 cash or surety. A substance abuse evaluation is ordered with the results submitted to the court.

• Johnnathan Monroe Frencher made an initial appearance on a forgery charge and an identity theft charge. The public defender’s office is appointed as counsel. The preliminary hearing is set for 9:30 a.m. on Dec. 19. Bond is set at $10,000 cash or surety.

• Bryan Adam Garcia made an initial appearance on a theft-first degree-motor vehicle charge and a burglary-third degree charge. The preliminary hearing is set for 9:30 a.m. on Dec. 19. Bond is $12,000 cash.

• Melvin Charles Toler made an initial appearance on a disorderly conduct and trespass charges. Both charges were dismissed by order of the court.

• Zachary Thomas Bitker made an initial appearance on an operating while under the influence-first offense charge, an open container charge and a no insurance charge. The public defender’s office is appointed as counsel. The preliminary hearing is set for 9:30 a.m. on Dec. 30. A substance abuse evaluation is ordered with the results submitted to the court.

• On Wednesday, Dec. 10, Zachary Bitker, 23, was arrested for open container, no insurance-accident and operating while under the influence-first offense.

• On Wednesday, Dec. 10, Johnnathan Frencher, 33, was arrested on a warrant charging him with forgery and identity theft.

• On Wednesday, Dec. 10, Jose Ramirez Tovar, 43, was arrested on a warrant charging him with operating while under the influence-first offense.

Accidents

• On Friday, Dec. 5, an SUV driven by Yvonne Diane Winther, 73, of Waterloo, was northbound on Reed Avenue when it struck one of two deers crossing the road from west to east. No injuries were reported. Damage to the Winther SUV was estimated at $8,000.
