Former Marshalltown doctors face charges

Two former Marshalltown physicians have been investigated and cited by the Iowa Board of Medicine in Des Moines.

Dr. Richard Lane Dowell

Dowell had charges filed against him Dec. 20 by the Iowa Board of Medicine in Des Moines according to a Dec. 30 press release.

The IBM determined probable cause existed for formal disciplinary action against him.

Dowell practiced obstetrics and gynecology at Marshalltown Obstetrics and Gynecology, which closed in 2018.

He currently practices in Kansas City, Mo.

The board initiated an investigation, and alleged Dowell kept his patients’ medical records upon the closure of his Marshalltown practice. The board received information which indicated several of the physician’s former patients have been unable to obtain their medical records from him. The board also said that Dowell allegedly failed to respond to numerous attempts by the board’s investigator and respond to a subpoena issued by the board. A hearing is scheduled for March 5.

Dr. Margaret J. Fehrle

Fehrle practiced orthopedic surgery at Marshalltown Orthopedics PC.

She entered into a settlement agreement with the board Dec. 20, 2019.

On March 18, 2018, the board filed a statement of charges stating Fehrle allegedly violated Iowa medical laws when she failed to provide appropriate orthopedic surgical care to multiple patients in Marshalltown and Vinton.

Fehrle filed an answer denying the allegations.

She retired from the practice of medicine and surgery in 2018 and her Iowa medical license went inactive due to non-renewal in April 2019. Under the terms of the Dec. 30 settlement agreement, Fehrle agreed she will not seek renewal of reinstatement of her Iowa medical license.

Marshalltown Orthopedics closed 2018.
