Marshalltown’s future takes shape in new comprehensive plan

The City’s new Comprehensive Plan, Reimagine Marshalltown, is scheduled to be finalized by the City Council in July. The plan will serve as a long-range guide for decisions about growth, redevelopment, housing, transportation, parks, public facilities, infrastructure, economic development, and overall community investment.

While comprehensive plans are technical documents, the purpose of this plan is straightforward: to help the City and community partners make thoughtful decisions about Marshalltown’s future.

Reimagine Marshalltown builds on many of the planning efforts already completed in recent years, including plans for downtown, parks and recreation, trails, wayfinding, arts and culture, housing, and key corridors. It is not meant to replace those efforts, but to bring them together into one shared vision for the community.

The plan was developed using a robust public process, with public input gathered through advisory committee meetings, stakeholder listening sessions, on-site visits with community groups and schools, an interactive project map, a community roundtable, and a design workshop. Residents and stakeholders shared ideas about housing quality, neighborhood improvements, transportation, parks and recreation, downtown vibrancy, community character, and future growth.

One of the themes that comes through clearly in the plan is that Marshalltown has many strengths on which to build. The community has a strong employment base, a historic downtown, growing trail and park amenities, diverse neighborhoods, important cultural assets, and a central location within the state. At the same time, the plan recognizes that continued progress will require intentional work in areas such as street conditions, housing, infrastructure, redevelopment, and quality-of-life amenities.

The plan identifies several guiding principles for the future, including responsible growth and redevelopment, improved transportation connections, expanded housing choice, strategic park and trail investments, support for workforce and economic development, modernization of public facilities and infrastructure, and celebration of arts and cultural diversity.

The plan emphasizes the importance of reinvesting in existing areas of the community. This includes downtown, major corridors, underused commercial sites, and key redevelopment opportunities such as the former hospital campus. These areas are important not only because of their physical location, but because they help shape how residents, visitors, employers, and potential investors experience Marshalltown.

Parks, trails, and environmental resources are also highlighted as major quality-of-life assets. The plan recommends continued work to strengthen trail connections, improve access to parks, build on the Linn Creek and Iowa River’s Edge Trail systems, and use public spaces as part of a broader strategy for recreation, resilience, and community identity.

Economic development recommendations focus on supporting Marshalltown’s existing strengths in manufacturing and production while also strengthening downtown, commercial corridors, small business opportunities, childcare, housing, and amenities that help attract and retain workers.

The value of the plan will ultimately be in how it is used. Once adopted, Reimagine Marshalltown will help guide future conversations about development, infrastructure, zoning, public investment, partnerships, and priorities. It will not answer every question or fund every project, but it will provide a framework for making decisions that are consistent with the community’s long-term goals.

The City Council is expected to consider final adoption of Reimagine Marshalltown in July. Once adopted, the plan will become the City’s official long-range planning guide and will help shape the next chapter of Marshalltown’s growth, reinvestment, and community development.
