Expanding opportunity and protecting workers
Randy Feenstra
For Iowa families and small businesses, financial security means having the freedom to handle life’s biggest moments without sacrificing economic stability. That’s why I have focused on advancing practical, commonsense solutions that strengthen financial security, support our workforce, and help small businesses succeed. This Congress, Republicans have achieved historic victories for working families and small businesses.
Through the historic Working Families Tax Cuts, which delivered the largest refunds in our nation’s history, we delivered targeted relief for everyday workers. By eliminating taxes on tips and overtime, millions of hardworking Americans are now keeping more of their hard-earned income. For too long, our tax code has penalized hard work instead of rewarding it. These reforms ensure that workers who put in extra hours or rely on tips to support their families can take home more of the money they earn.
For those working in restaurants, hospitality, transportation, salons, and other service industries that fuel our Main Streets, “No Tax on Tips” is a game-changer. Many of these workers depend on tips as a significant portion of their income, and allowing them to keep more of those earnings provides meaningful financial relief. Likewise, reducing taxes on overtime rewards Iowans who pick up extra shifts, work long hours, and go above and beyond to provide for their families. Together, these provisions put more money back into the pockets of working families, strengthen household budgets, and recognize the value of hard work.
Through my seat on the House Ways and Means Committee, I worked hard to include my legislation, which expanded paid family and medical leave (PFML) in the Working Families Tax Cuts, a commonsense policy that helps small businesses offer paid family and medical leave to their employees. PFML allows workers to have more breathing room when caring for a newborn, recovering from a medical condition, or supporting a loved one without losing their paycheck in the process. While many large companies already provide these benefits, many small employers who wish to do the same do not have the same resources.
The Working Families Tax Cuts makes the existing 45S tax credit permanent, expands the eligibility to employers who provide paid leave through an insurance company or operate in states with paid leave requirements, shortens the employment requirement from one year to six months, and strengthens outreach to ensure small business owners know they will qualify for this tax credit. Today, only about 20% of employees at businesses with fewer than 100 workers have access to paid family and medical leave, compared to more than 40% at the nation’s largest employers. Republicans in Congress closed that gap by giving our Main Street businesses the tools they need to compete for talented workers.
Representing Iowa’s 4th District is not just a privilege, it’s a responsibility. I will continue advancing practical, commonsense solutions that support our small businesses, lower costs, and
help Iowa families succeed. By standing with our workers, employers, and patients alike, we can strengthen our communities and build a brighter future for the next generation.
