Concerns about franchise fee
In consideration of the proposed franchise fee, it seems that the idea was a product of poor planning. Bringing the proposal further will require assurances of future sound administrative practices, otherwise my vote would be no. I could consider a yes vote if the proposal includes a limited existence time frame like five years. Without the time frame, there is serious concern that the city could abuse it as another tax lever. The fee eventually needs to go away and encourage the city to get back to proper administrative practices.
