Council should be more transparent on franchise fee

I agree with Kurtis Jensen's letter to the editor in the Dec. 1 Times-Republican. The limited existence time frame is a must, or I'm voting no! The city council needs to be open and communicate with the Marshalltown citizens beyond the council meetings about this issue. How about sharing some detailed plans for this money?
