Man charged with sexual abuse

A local man was charged with sexual abuse-second degree earlier this week by Marshalltown police.

Refugio Santiago Arangure, 54, allegedly performed a sex act on a child under age 12 at a local residence in 2012, according to a criminal complaint and affidavit filed in Marshall County District Court.

The defendant was arrested at a residence in the 400 block of East Boone Street and transported to Marshall County Jail where he remains on a $50,000 cash only bond.

Capt. Brian Batterson of the MPD said the case was reported by the victim last month. Batterson said it was not unusual for a victim to delay reporting sexual abuse for several years. Additionally, Batterson said the MPD was well within the statute of limitations. Charges for sexual abuse against a juvenile may be filed against a suspect 10 years after the juvenile’s 18th birthday.

Marshall County District Court Magistrate Merril Swartz issued a no contact order, meaning the defendant shall have no contact, including use of social media, with the victim. Swartz also appointed a public defender to represent Arangure. The defendant’s preliminary hearing is Sept. 21.

Sexual abuse-second degree is a Class B felony.
