Man charged with obstruction of emergency equipment
An argument about household matters at local residence evolved into a disturbance and a Marshalltown man being arrested and taken to Marshall County Jail.
Tracy Allan Cartee, 53, was charged with obstruction of emergency communications when he took the victim’s cell phone and did not allow her to contact E-911, according to a criminal complaint and affidavit filed in Marshall County District Court. The defendant was also charged with domestic abuse assault-first offense.
Capt. Brian Batterson of the MPD said the victim notified police and the defendant was interviewed and later arrested. The complaint stated the defendant struck the victim multiple times in the face, scratching her and biting her finger.
At Cartee’s initial appearance, a magistrate appointed the defendant a public defender and also placed a no contact order against him, meaning he can not contact the victim. The defendant was ordered to post cash or surety bond in the amount of $1,000 to be released. Cartee’s preliminary hearing is Jan. 11.
