Former Marshalltown doctor faces new medical-board charges

The Iowa Board of Medicine is accusing a former Marshalltown physician of violating a board order.

The board says Dr. Richard L. Dowell, a 55-year-old Iowa licensed physician who now practices obstetrics and gynecology in Kansas City, Mo., “violated a lawful order of the board” and that a disciplinary hearing shall be scheduled in the future.

The board is not publicly disclosing what order was allegedly violated or how it was allegedly violated.

Last fall, Dowell entered into a settlement agreement with the board in response to allegations that he failed to respond to, or comply with, a board investigation into allegations that several of his former patients had been unable to obtain their medical records from him and that Dowell then failed to respond to numerous inquiries by the board’s investigator and failed to respond to a subpoena.

Under the terms of the settlement, Dowell was ordered to pay a $7,500 civil penalty and complete a board-approved recordkeeping course.
