Questions on Reimagine Miller

I read the article on the Reimagine Miller project, and did not see any information on the infrastructure of the building. Power supply, Solar, heat pump or wind. Why not add power supplies that can be helpful. And maybe roof gardens or green houses to teach about growing our own food, which the harvest could be used in the cafeteria to offset food costs. Just wondering about those things. Just curious if there is a city ordinance against the awful four letter word displayed on political flags and signs we see around town. If the Republican were to win, I hope Democrats show more intelligence than this vulgar type of display.
